The Rugrats are back and are heading to Paris. Tommy's (Elizabeth Daily) father Stu(Jack Riley) is asked to fix a robot he designed and sent over to EuroReptarland. Chuckie (Christine Cavanaugh), his father Chas (Micheal Bell) and the rest of the gang with their parents all go along. While there the park's director Coco LaBouche (Susan Sarandon) takes an interest in Chuckie's father. However, Chuckie doesn't like her, and with good reason. Coco truly doesn't love Chas and is only out to use him. And she's got help from her assistant Jean-Claude (John Lithgow) It doesn't look good for the Rugrats. Can Chuckie, Tommy, and the gang get to Chas in time to expose Coco before he marries her?
